Nearly nine out of 10 Filipinos who registered for the Philippine Identification System (PhilSys) were unable to present any of the primary supporting documents and instead showed alternative documents to validate the information they provided.
This merely strengthened the argument for a national ID system, according to Undersecretary Dennis S. Mapa, national statistician and civil registrar general.
In a statement on Monday, Feb. 21, 2022, the Philippine Statistics Authority (PSA) released preliminary data showing that 19,350,639 (87.9%) of 22,008,136 registrants presented alternative documents.
The primary supporting documents required for PhilSys are certificate of live birth issued by the PSA, Philippine passport or ePassport issued by the Department of Foreign Affairs, Government Service Insurance System or Social Security System ID or Unified Multi-purpose Identification Card (UMID), and student’s license permit or non-professional/professional driver’s license issued by the Land Transportation Office (LTO.
A registrant who doesn’t have these documents may show a secondary document such as voter’s ID from the Commission on Elections, senior citizen's ID, PhilHealth ID, barangay ID, TIN ID, employee ID, and 4Ps ID.
Topping the list of documents presented were the voter’s ID (2,417,137) and school ID (1,531,788), both secondary documents.
In third place was the driver’s license or student’s license, a primary supporting document that was presented by 1,270,966 registrants.
Based on this data, Mapa reiterated the need for a primary and more secure valid proof of identity through the Philippine Identification (PhilID) card.
"This shows that there is a need for a national ID. The issuance of PhilIDs ensures that Filipinos have a valid and secure proof of identification that they can use in their transactions in various public and private establishments, making it a viable and secure option for an ID," Mapa said.
