Stage 1 of CNP Backbone Project set for commercial operations

Stage 1 of the Cebu-Negros-Panay (CNP) 230-kV Backbone Project of power grid operator National Grid Corporation of the Philippines (NGCP), which is set to start commercial operations, has been declared a “project of national significance”.


According to the Department of Energy (DOE) website, a CEPNS for Commerciality was issued for Stage 1 of the CNP Backbone Project on May 2, 2019.


A Certificate of Energy Project of National Significance (CEPNS), which is issued by the Energy Investment Coordinating Council, fasttracks implementation of a project.


This gives the NGCP the right to presumption of prior approval, which means that regulatory agencies will have to process applications for permits without awaiting any action from other agencies, and action on its application within 30 days from submission of complete documentary requirements.


The application for commerciality is deemed approved five days after the lapse of the 30-working-day processing period.


Stage 1 of the CNP Backbone Project will boost the Negros-Panay link to prevent overloading of the existing 138-kV submarine cable interconnection and Bacolod-to-EB Magalona 138-kV overhead line with the entry of new generating capacity.


Project components are: installation of additional submarine cables in the Negros-Panay Submarine Cable Interconnection facility, overhead transmission lines, and expansion of the Barotac Viejo Substation, E.B. Magalona CTS and Bacolod Substation.


The CNP Backbone Project, estimated to cost a total of P12.945 billion, aims to boost the power transfer capability of the submarine cable interconnection among these three islands and accommodate additional generating capacity.



It involves the construction of a 230-kV transmission corridor from Compostela Substation in Cebu to the Barotac Viejo Substation in Panay, with a total length of about 238 kilometers.

This will relieve the existing 138-kV transmission corridors and optimize the Leyte-Luzon +350 kV HVDC Line.


Project components are: installation of submarine cables and overhead lines, expansion of existing substations, and construction of a new substation.


When completed, the overhead transmission cables will be able to accommodate 600 megawatts (MW) per circuit while the submarine cables will have a rated capacity of 300 MW per circuit.


While Stage 1 boosts the Negros-Panay link, Stage 2 will involve the construction of a 230-kV line from Toledo City to Compostela, Cebu to accommodate the additional 340-MW generated by the newly commissioned Therma Visayas, Inc. coal plant in Toledo.


Stage 3, meanwhile, will involve the Cebu-Negros link, boosting the submarine cable across Tañon Strait from Barangay Talavera in Toledo City, Cebu to Barangay San Isidro in Calatrava, Negros Occidental.


The CNP Backbone Project was among 16 NGCP projects that were declared “projects of national significance” on May 2, 2019.


A CEPNS for Commerciality was also issued on the same day for the Cebu-Lapu-Lapu 230-kV Transmission Line Project, Laray 230-kV Substation Project, Cebu-Bohol 230-kV Interconnection Project, and Mindanao 230-kV Backbone Project.


Other NGCP projects with CEPNS for Commerciality on May 2 are: La-Trinidad-Calot 69-kV Transmission Project, Nabas-Caticlan-Boracay 230-kV Transmission Project, Amlan-Dumaguete 138 kV Transmission Project, Babatngon-Palo 138-kV Transmission Project, Nasipit Substation Bus-in; Tacurong-Kalamansig 69-kV Transmission Project, Kabacan Substation, San Francisco Tandag 138-kV, Maco-Mati 138-kV Transmission Project, and Balo-I-Kauswagan 230-kV Transmission Project (Phase 1 and 2).
