Work on Mactan Airport parallel taxiway to start January 14

A groundbreaking ceremony for the parallel taxiway/secondary runway project at the Mactan Cebu International Airport (MCIA) is targeted for January 14, 2020.


The civil works (phase 1) contract for the project is expected to be awarded anytime soon, as bidding and post-qualification proceedings have been conducted.


Although it will virtually serve as the second runway at the airport, the parallel taxiway is not the facility that is being considered for construction within the Mactan Economic Zone (MEZ).


This new taxiway will serve as emergency runway and prevent disruption of airport operations whenever problems arise such as a disabled aircraft on the runway, said Mary Ann M. Dimabayao, head of MCIA Authority Public Affairs Division.


Approved budget for the contract is P2.099 billion, but the consortium of Duros Development Corporation and China Construction First Group Corporation submitted a lower bid of P2.078 billion during the bidding on December 23, 2019.




Dimabayao said Duros underwent post-qualification proceedings after Christmas Day in 2019 while its partner, China Construction, was subjected to post-qualification review after New Year’s Day.


The results of the post-qualification proceedings are scheduled to be presented to the MCIAA Board’s Business Development and Finance Committee during its meeting on Monday, January 6, 2020.


The committee will either endorse the Duros-China Construction bid to the MCIAA Board or reject it. It will be the MCIAA Board that will award the contract.


Mactan Airport is currently the second biggest and busiest in the country, with growing passenger and air traffic volumes.


As of the third quarter of 2019, international passengers grew 10% while domestic arrivals increased 9% to deliver a combined 10% growth year-on-year to 9.48 million passengers.

Air traffic volume likewise cruised to a 6% improvement, with international and domestic traffic up 9% and 5%, respectively.


The airport currently has the capacity to host 12.5 million passengers.


In an unsolicited proposal submitted on June 7, 2017, airport operator GMR-Megawide Cebu Airport Corporation (GMCAC) offered to undertake a 50-year integrated development plan for the airport.


The plan includes construction of a third passenger terminal building that will bring capacity to 35 million passengers a year by 2025 and a second runway, which the MCIAA said will best be constructed in the government-run Mactan ecozone.


The proposal is to relocate, with “minimal disruption”, all 150 MEZ locators to a proposed reclamation area that will be developed into a “smart city” with direct access to a cargo terminal at the airport.


This new MEZ home would have shared services infrastructure and renewable resources that would enable the locators to save on operational costs. (Ventures Cebu)
