Four towns and one component city in Cebu were named among the most competitive cities in the country based on the Cities and Municipalities Competitiveness Index (CMCI) 2019.
Liloan town in northern Cebu topped the 1st and 2nd class municipalities in terms of resilience.
San Remigio, which is further north, ranked second most competitive town in the 3rd to 6th class category.
Ronda in the southwest ranked second in infrastructure among the 3rd to 6th class municipalities.
Poro town in the Camotes Islands, which are between Cebu and Leyte, topped the most improved town among the 3rd to 6th class municipalities.
Toledo City, a component city, tied with Tangub, Misamis Occidental to place second among the most improved component cities.
Department of Trade and Industry (DTI) Secretary Ramon M. Lopez said the index is composed of 1,518 cities and municipalities.
When the DTI Competitiveness Bureau started evaluating local governments in 2013, only 122 cities and 163 municipalities took part.
"I am glad to hear that more and more Local Government Units (LGUs) are seeing the importance of the CMCI project," Lopez said during the summit.
“Beyond being an annual ranking event, it is a vital opportunity for policymakers and public officials to see where things are, compare it to past performance, and relate it to the experience of other localities. As such, the program serves as a driving force to do better, to be more innovative, and to utilize and manage resources more effectively," he added.
The CMCI ranks cities and municipalities based on an overall competitiveness score.
According to the CMCI website, the overall competitiveness score is the sum of scores on three main pillars which pool data from several sub-indicators.
The three main pillars are: economic dynamism, government efficiency and infrastructure.
Scores are determined by the values of the actual data, as well as the completeness of the submitted data. The higher the score of a city or municipality, the more competitive it is.

In the CMCI 2019, Liloan town bested Binangonan and San Mateo towns, both in Rizal, which came in second and third in resilience.
San Remigio got the second highest overall competitiveness score in the 3rd to 6th class municipalities category.
Mambajao in Camiguin topped this category while Baler in Aurora came in third.
Ronda was also ranked second in the same category, but only for infrastructure, after Gabaldon in Nueva Ecija and before Jimenez town in Misamis Occidental.
Toledo City, meanwhile, came in next to Meycauayan in Bulacan together with Tangub, Misamis Occidental as the most improved component city. In third place was San Jose del Monte, Bulacan.
Poro bested other 3rd to 6th class municipalities as the most improved town. In second place was Peñaranda, Nueva Ecija while in third place was Tabina, Zamboanga del Sur. (Ventures Cebu)
